advice wanted ASAP please

I have a friend who is in private rented accomadation and her landlord wants her and her teenage daughter to leave but has not given her the required notice to quit, he has threaten her over the phone and today when i was there he sent a plummer to check the gas and said it was a safty check but the landlord has told the plummer to disconnected the gas to the property which has left my friend with no gas so she can not cook anything and has no heating, is he allowed to do that and can my friend take legal action against the land lord as she is now so scared, she is a nervous reck.

I would appreciate any advice on what she can do, many thanks

She should start by talking to her local council, hopefully they will be able to deal with the landlord.
