When it all comes down to it they own the property and are allowed to decide who they do and don't want living in it.
I have recently enquired about renting a bungalow property, however the agent says the landlord excludes children and pets.
I understand pets on grounds of health (allergies in future tenants), but if there are no grounds to exclude children (ie. it might include a mezzanine that is not safe for young children) what rights do they have to do this?

I think Childs are minor they cannot get into the legal procedures.
