We moved into our rented property at the start of march and we where responsible for paying all bills; standard.

Yesterday our landlord called up the council and closed our account as she wanted the council tax to be under her name, but we must still pay her the council tax and then she will pay the council.

Firstly is she allowed to do this without our written permission?
Secondly do we need to amend our tenancy agreement?
Thirdly if she doesn't pay the council who is liable?

I tried with the CAB but they don't work on Wendesday
