Hi, I have a question about local government rights to change policy.
If central government have passed legislation describing something and then the local government pass a resolution referring to that legislation, but not altering the description, are they legally obliged to include all parts of the original description from the original legislation. I did not think they could change the description to suit themselves without making part of the description exempt. They have referred to the legislation to create the resolution but have not changed the description but passed the resolution based on the original legislation passed by central government.
If they are, can you tell me where I can find the facts to back it up. Any help directing me to find the answer would be gratefully recieved. Thank you
